a County Volunteer in a Consitutional Amendment Initiative
petition drive to add the right to keep and bear arms to the California
Constitution.

I will be updating information on the Unofficial web site,
rkba.members.sonic.net, as quickly as I can.
Toward that end, please check the Unofficial web site to confirm that
your contact information is properly reflected. Please reply to
this message so that I know you are receiving email.
The official web site reflects that signature gathering might begin around
November 21, 2005 with a goal of qualifying the Initiative to
appear on the ballot for the general election in November, 2006.
Signatures can be gathered for 150 days during the drive.
NO SIGNATURE GATHERING can take place before the proper start date.
Also, DO NOT GATHER SIGNATURES until we have verified that the petition
forms are properly worded and formatted. I will provide further guidance
on this point as soon as possible.
The address for mailing petitions appears to be the same as before.
I will double check this.
There are actions to take RIGHT NOW.
1) Locate other volunteers in your county or in neighboring counties.
This should be your primary focus right now.
Encourage volunteers from neighboring counties to sign up with me.

that you can represent, even temporarily, let me know.
2) Identify the major places where signature gathering will take place.
Gun stores, firing ranges, sporting goods stores, etc. Encourage them

YOUR volunteers to gather signatures. Contact gun clubs or other
organizations. Encourage them to enlist a member to work with you.
My experience is that having a volunteer at a business gathering
signatures results in about FOUR TIMES as many signatures as relying
on busy employees. If a business is willing to be listed as a location
for petitions on the Unofficial web site, let me know and I will add it.
3) Acquaint yourself with the "Instructions for Gathering Signatures"
on the Unofficial web site. We don't want to lose valuable signatures
through mishandling of petition forms.
If you have questions, don't hesitate to ask. The more successful of
prior drives have only fallen short by about 15% of signatures required.
We can easily make up for that by getting off to a fast start.

The first week of county-level organizing finds us with
17 contacts located in 13 counties. This is excellent
progress and puts us on track to have teams in every
county by the time signature gathering begins.
The Unofficial web site,

has been updated to reflect these contacts and with an
expanded outline of suggested activity under "My Recommendations".
Specifically, there are several activities aimed at
maximizing the benefit of the remaining weeks prior to
when petitions become available.
One recommended activity is to make a formal list of
people you know who will be interested in signing
a petition. Contact them now. Ask them to volunteer
time and to make their own list. The goal is to create
a giant phone tree to use when signature gathering
begins.
If your list includes people in other counties
who might volunteer, encourage them to send their
contact information to Dave at rkba@sonic.net.
The other recommended activity is to print out the
"Wanted Alive" poster asking for volunteers. Let's
get these posters up now wherever pro-gun people can see
them. Add your contact information to the poster so
that you can enlarge your county's group of volunteers.
Remember to encourage volunteering by pointing out that
nobody is expected to make extravagant commitments.
People are only being asked to do something, not everything. The commitment is only what you want it to be.
This last week's success resulted from several volunteers

all feel very encouraged by these results.

the materials on the web site, including "My Recommendations
for Activities" and the "First Day List".
The two main activities are to contact pro-gun businesses
to have them distribute poster/flyers for recruiting
volunteers. The other activity is for each of us to
create a First Day List of people to contact now
about volunteering and later to get signatures.

Responses to the last email are only just trickling in.
What little feedback there has been indicates that not much
is happening yet beyond identifying volunteers. The group
in Sacramento County, for example, is planning a meet on Saturday.
In recognition of how difficult it can be to get things started,
I recommend what I am describing as "The First Bite":
Make 10 copies of the "Wanted Alive" poster and deliver them
to 1 busy gun business in your county.
Start your "First Day List" with six names, in your county or
any other, and call the two on the list most likely to volunteer.
The perspective to have is that our signature gathering activity is
likely to grow exponentially throughout the entire 150 days allowed.
This means that an hour spent NOW will probably result in many dozens
of hours of activity at the end of the signature gathering period.
Regardless of progress so far, please reply to this message so that
I know that your email is arriving. There are 25 of us now so it
becomes more crucial that communication is happening.

Once again we have had a great week. The number of volunteers has risen
from 22 to 33. The sixteen counties for which we have volunteers account
for 75% of the California population.
This coming week's focus needs to be on reaching out to the five critical
counties for which we don't yet have a listed volunteer. These are
San Francisco, Contra Costa, Fresno, Ventura, and Riverside. If you have
relatives or friends in any of these counties, please give them a call.
If the people you know can help us find volunteers, then we can continue
filling in the critical spaces on our volunteer list.
I have a prospect in San Francisco that has asked me to call on Wednesday.
I have also left a message for a nephew of mine in Fresno County to
call me back. Just a few calls can make a difference.
Thanks to John Oliver in San Diego, I have added a link on the unofficial
web site, rkba.members.sonic.net, to a map showing the progress of
county volunteer recruiting. As they say in the eye-drops commercial,
we need to "get the red out" by getting organized in the critical counties.
I encourage all of you to continue with the distribution of recruiting
posters to pro-gun businesses. We will want to have given every such
business an opportunity to attract volunteers prior to the beginning of
signature gathering. If you haven't taken your "First Bite" yet, now
is the time. (That is, deliver ten posters to one gun business
and phone two of the people on your First Day List of at least six.)
The right things are happening, we just need to continue increasing the
pace. We will want to create a list on the web site of all the places
where petitions are available, organized by county. Jot down a few of
the places that you are confident you can supply petitions. I will ask
for a list perhaps next week.

Subject: Weekly Update for Volunteers

To all county volunteers,
We have now listed 44 volunteers in 19 counties. If we can
keep up the present pace of recruiting, we could end the
petition drive with as many as 250 listed volunteers and many
more unlisted. We want to do this so that the "signature rich
environments" that we will be identifying will be as
effective as possible during the entire signature gathering
period.
I visited the gun show at the Cow Palace just outside
San Francisco Saturday. I passed out about 300 flyers in
small handfuls to virtually every gun business with a
table. Reception was almost universally positive with the
mystifying exceptions of a few that don't want to hear about
it.
I briefly asked each vendor if they had a moment to discuss
a political matter. I handed them a flyer and described what
we were hoping to accomplish. I asked them to consider
all the ways that they might get the word out now to get more
volunteers. Some will visit gun stores in their home counties,
a few will package shipments to California customers with a
copy of the flyer. Still others mentioned friends, family, or
organizations they could contact. All in all I consider it
a very good use of time.
We will want to make sure that somebody visits every gun show
to pass out flyers even before petitions are ready to sign.
I spoke to Bob Templeton, the promoter who runs the Crossroads
of the West Gun Shows. He was quite accomodating of our needs.
He will supply a table and transferable entry badges to allow
entry for two volunteers. I will get the details written up
on the gun show schedule page shortly. We will want to get
county teams lined up for every show possible.
I met and recruited Marion Reilly whose family runs "Operation
Paintball" in Hayward. She agreed to become a Contra Costa
County volunteer and her family's business has potential of
generating high numbers of signatures during the campaign.
If any of the other of you have paintball operations in your
counties I hope you meet the same enthusiasm for participating
that I did.
I also met a young man from my own county who didn't wish to
be listed but is available to help.
David in Sacramento recently suggested the following: "... two
good places to drop off petitions would be Masonic Halls
(our Founding Fathers were all Freemasons), Elks, K of C, etc;
and VFWs. THERE's a group that understands the price of
liberty."
Keep up the recruiting efforts. I'll send another note when
the gun show schedule on rkba.members.sonic.net is more
complete so that we can get teams identified for the shows.
When I hear more about fund raising possibilities I will let
you all know.

of California's population. Of the five "critical" counties previously
identified, only one, Ventura County, remains without a listed volunteer.
It will soon be time to change the goal, since we mustn't ignore the
many smaller counties ( 13% of the people ) and we must recognize that
enormous counties like Los Angeles need a small army of volunteers.
Let's all work on our First Day Lists focussing on people who might
volunteer. We are only a couple of weeks away from having petitions.
The Gun Show Schedule is now mostly complete on the volunteers web site

I have also added "The Gun Show Process" at

Subject: Update to Volunteers - Petition Files Are Available!

To all county volunteers,
Petition files are now available at the main web site,
http://www.tacr.us/countylist.html.
Petitions must be printed on 8.5 by 14 inch legal size paper,
double-sided. County names are pre-printed on the forms so there are
58 different files. Only registered voters from the county pre-printed
on the form may sign. A registered voter from any county can certify
any petition. Read the instructions on the volunteers web site and
those on the main web site. Print copies of them to be passed out with
petition forms. See the description of packets in "My Recommendations
for Activities" on the volunteers web site.
Early on we can expect forms to be in relatively short supply. As time
goes on we can make sure we have adequate supplies.
Our deadline for gathering signatures is April 15, 2006. It really isn't
that far away.
If you have problems downloading files or getting petitions printed,
let me know. If you include a shipping address I will attempt to
provide you with some forms. It won't be practical to do that if
everybody needs it, however.
If you have a local print shop, like Kinkos, they should be able to
handle this. My plan is to print a quantity of forms for my county and
the neighboring counties. I will also print just a few of every county.
I will supply my local gun stores with a folder containing at least two
copies of every county so that nobody's signature is neglected. The more
rare county forms only need to be replaced as they are used.
If you are able to volunteer at one of the upcoming gun shows, expect
that everybody attending will want to sign and prepare for that.
If there is a lead volunteer listed for the gun show and you can't make
contact, let me know. We do want people at every show gathering
signatures.

To all county volunteers,
We now have 71 listed volunteers in 30 counties. These
counties contain 92% of all Californians. Ventura County
is still a critical need since it contains three quarters
of a million people. If you know of anybody in this county
who might volunteer, get in touch with them.
More volunteers are needed in every county to ensure success.
Corrected files for Tehama and San Bernardino counties are
now available through the link on rkba.members.sonic.net.
Also available is a petition file with no county name filled
in. You should use this form carefully so that people don't
sign the wrong county form. It is best to fill in the
county name in all four places (two on each side) before
handing out such a form.
We are starting to get some feedback from volunteers who
have gathered signatures at gun shows. I will write this
up and add it to the volunteers web site.
Here are some highlights.
- 170 signatures collected in six hours in Vallejo
without the benefit of an assigned table
- 20 signatures were lost due to lack of forms for
every county. Carry a supply of forms with
blank county names so that everybody can sign.
- the collection rate with two volunteers was three times
the collection rate with just one.
- about 50 signatures collected during the second day
in Fresno. The show was sparsely attended that day.
The first day may be the key day at all shows.
- dress conservatively to make the best impression
- make a poster showing the wording of the initiative
- avoid the use of the word "proposition". Use measure,
initiative, amendment, etc.
- explain that the initiative is very "pro-gun". People
may be more willing to sign rather than be
considered less than "pro-gun".
- take sufficient supply of petitions and instruction
sheets to pass them out to any who will take them.
The goal is to enlarge the possible 500 signers at
the show to 5000 by having all signers get ten
more signatures themselves.
- take recruiting flyers with you. We will never have
too many volunteers. Every time we double the
number of volunteers, the number of signatures
required per volunteer drops by half. Your
primary goal is to recruit signature gatherers
NOT just to collect signatures.
Please review the Gun Show Schedule on the volunteers web
site and consider volunteering early. We would like to have
teams identified and tables reserved for the January shows
prior to the holidays. January will be here before you
know it.
There are four gun shows on the schedule in December and
more volunteers would result in more signatures.
Contact the lead volunteer for these shows now to help out.
The sacrifices of many people are evident in the accomplishments
so far. Most will want to take some time off for the holidays,
so plan on doing a little bit more now to keep up the pace.
We have an excellent state-wide start. Now we need to build
on it.

Subject: Merry Christmas Update to Volunteers

To all county volunteers,
Thanks for all your hard work to date. We have an outstanding start to
this petition drive. My email inbox has become very quiet, indicating
that the pre-holiday lull has set in, much as I had expected.
Here in Sonoma County, we have six business locations collecting
signatures, including one which is actually just across the border
in Marin County.
My initial supply of petition forms has just about run out. My futile
attempts to use an old printer have been abandoned in favor of a
factory-refurbished printer that I purchased on Ebay for $300 delivered.
My plan to visit the local outdoor range to collect signatures and
recruit volunteers has been rained-out. I will hit the phone instead.
My "First Day List" of about 50 people who I know will sign a petition,
is still only half covered. My own focus is on the few people I know
who are active in shooting clubs. There are many hundreds of contacts
to be made that way.
We have had several successful efforts by teams of volunteers at
California gun shows. Excellent results have been reported from
Vallejo, San Diego, and San Jose. I don't believe that I received
a count from Fresno but we did have a team there. In all, about 2000
signatures were gathered, and the hope is that many of those 2000
took home a petition form or two to get others to sign.
To help continue the recruiting effort, I have printed a supply of
letter-sized flyers with the "Instructions for Gathering Signatures"
on one side and the "Wanted Alive" recruiting message on the other.
For those of you posting on various gun forums to recruit volunteers,
keep it up. The followers of those forums are the very people who will
consider volunteering. I was able to tie two of the recent volunteers
to a posting that I had made.

It appears that a mistake was made in collecting signatures at the
Paso Robles Gun Show. The petitions were printed on 8.5 by 11 letter
size paper.
This is a reminder that the forms must be printed on 8.5 by 14 inch
legal size paper, double-sided. Please read the "Instructions for
Gathering Signatures" on the volunteers web site, rkba.members.sonic.net.
There are many legal requirements having to do with providing space
for county tallying, printing the text in sufficiently large font,
etc.
We'll have to do what we can to contact the people who signed to let
them know that they have not yet signed a valid petition.

I hope you all had a great holiday and a restful respite from
the rigors of signature gathering.
Well, the holidays are over and the weather in my part of California
has returned to more comfortable conditions, so its time for us to
get back to work.
*** Gun Shows ***
First, we have had some problems with gun shows. We need to try to
get tables reserved sooner and backup volunteers identified so that
the opportunities don't go to waste due to last minute problems.
The typical gun show puts us in contact with hundreds of pro-gun people.
It would take many weeks of visiting the typical gun business to get
such exposure. It is at gun shows that we are most likely to recruit
additional volunteers to the cause.
We have gun shows coming up in Ventura, Kern, and Colusa counties in
January. Volunteers need to step up now to assure success at these
shows as well as the shows in February.
*** Petition Locations ***
By now we should all be well on our way to creating petition materials
and contacting local gun businesses to get them to act as signature
collection points.
In addition, it is of great value to check back with them frequently
to assure their success and provide encouragement. Just yesterday
I visited a local gunsmith's shop and signed the one customer who
visited during that time. This customer turned out to be on the board
of directors of the local trap club with 200 members. He is taking
a stack of petitions to get the membership signed up. Don't let the
prospect of collecting only a few signatures stop you from taking
action.
I would like to begin the transition to the next phase of signature
gathering. That is, we would like to invite the public to sign and
to get petition forms at the various businesses we have been supplying.
In order to do this, I want to create a county-by-county list of
petition locations that we can use to direct the general public.
There are many people who are reluctant to become a "volunteer" as each
of you has done, but they would be willing to get materials and gather
signatures. They just need an easy way to do that.
I have added the businesses I am supplying in Sonoma and Marin counties
as an example on the volunteers web site, rkba.members.sonic.net.
Please reply to this email with a similar list of the businesses that
you are supplying with petition materials so that I can add them
to the list. As you add businesses later, send me their location
information also.
The creation of this list will be a key metric in measuring how
effectively we are getting the word out.

The response to my recent request for a list of gun businesses which have
been supplied with petitions has been quite underwhelming.
So far, only the locations that I have initiated myself are listed.
If you have a busy local gun business, it is vital that we supply them
with petitions and recruiting flyers. There is no way that the 80 of
us volunteers will personally collect the signatures needed.
We must involve more people in our own counties to gather signatures.
The way to do this is to have them sign at a local gun business,
take petition forms to get their friends and families to sign, and
to consider becoming a volunteer themselves.
Please supply a gun business in your county this week. We must get our
first 80 businesses listed quickly. Then we can reach out to the
general public inviting them to visit these locations to get petitions.
If you are unable to get petition forms printed, supply me with a mailing
address and I will mail a starter supply to you right away.
We are under 100 days remaining and we need to get this accomplished.
Let me hear when you have a business to list as a petition location.

Subject: Update to Volunteers on the Colusa Gun Show

To all county volunteers,
My wife and I attended both days of the gun show at the
Colusa County Fairgrounds. We collected 441 signatures,
with about 300 of them on Saturday. If you plan on working
a gun show and must choose only one day, by all means choose
Saturday to get twice as many signatures.
The totals by county are shown below. That is 28 different counties.
Be sure to take a good supply of petition forms with blanks so that
you can fill in the county name. It's impossible to have enough forms
otherwise.
Be very assertive and don't let people get by the table without asking.
The vast majority of people will agree to sign when they hear what the
petition is about, but they will pass by if you don't ask them to sign.
Ask them "Would you please sign a pro-gun petition?". Once you have
their attention you can supply them with the details they need.
Be sure that you supply them with the form for their county and then
point to the first line and tell them, "Print your name on this line and
write your signature below it." Many people just see the words
"Registered to Vote" instead of "Sign As Registered to Vote". Then they
just supply a check mark or write "yes" or enter their county name.
You simply must watch them print their name and their signature beneath it.

We have no lead volunteer signed up for this weekend's gun show
in San Jose. Please let John Oliver and me know right away if you
can attend and collect signatures. We can't keep asking the same handful
of people to do all the heavy lifting.
I still need to hear from most of you regarding the gun businesses to whom

Subject: Update to County Volunteers - Petition Locations

To all county volunteers,
The good news is that we have 82 listed volunteers in those 31 counties
which contain 94% of California's population. Petition files are
available on line and several volunteers can print and ship modest
quantities of petition forms at relatively attractive cost ( about
four cents per petition form ).
Further good news is that volunteers have attended the majority of gun
shows since petitions have become available, collecting many hundreds of
signatures at each show and passing out petition forms and recruiting
information to many pro-gun attendees.
Unfortunately the effort to enlist pro-gun businesses throughout
California to collect signatures and distribute petition forms to the
general public has stalled. I have listed 17 businesses in 7 counties,
but that is nowhere near enough to generate the signatures we need.
The expected holiday lull has been followed by a terribly disappointing
January. With 82 listed volunteers, it was my expectation that we would
be able to list the first 100 petition locations by mid-January and that
we should have been able to list nearly 200 by now.
I have heard from one volunteer relating his difficulty in gaining
cooperation for his local gun dealers. Some of that is to be expected
and can impact efforts in the smaller counties. The larger counties
should be able to find cooperative, even enthusiastic, gun dealers
sufficient to meet our goals. Hunter supply stores and bait and tackle
shops are also good candidates for becoming petition locations.
With just 10 weeks remaining of signature gathering time, we are losing
at least ten percent of our potential signatures with each passing week.
If you are going to arrange petition locations, now is the time that it
needs to be done. If you have problems, let me know what they are.
It is not possible to guarantee success, no matter what we do. But it is
possible to anticipate failure if we don't accomplish the minimum goals
that I describe above.

We have a newly listed volunteer in Santa Barbara County,
Landon J. Dirgo, who informs me that he has a large laser
printer and a supply of toner to use up.
If you need help printing petitions, contact Landon at his
email address, landon@digitalspace.net, to work out details
regarding quantities or costs.
Also, if you have arranged to supply any pro-gun businesses with
forms, let me know so that I can add them to the list of petition
locations on the web site. We want to build this list so that we
can invite the general public to stop by to sign and to take petition
forms with them.
I recently spoke with John, the manager at Operation Paintball in
Hayward and he is enthusiastic about getting forms at this
business. I haven't heard from Marion who was going to supply them,
so if you can supply them with forms, please do so and let me know.

I believe that they are only open for business on Friday through Sunday.
If you do supply them and can keep them supplied, please let me know so
that I can add them to the petition location list.

To all county volunteers,
Our effort to set up petition locations for access by the general public
continues to lag behind where I had hoped we would be. We have now about
two dozen locations in eleven counties. This is not sufficient coverage
to begin using internet forums to encourage people to seek them out.
I have heard from a couple of volunteers regarding their difficulties,
which seemed to be uncooperative gun dealers. I would welcome comments
from the rest of you regarding what factors are preventing you from
adding to the petition locations list.
To assure that nobody is hampered by lack of material, I am willing to
cover the cost of providing a package of materials to the next ten
volunteers that request it. Just send me your name, address, and county
and I will quickly send you a supply of forms and supporting materials.
In the more populous counties there should be little trouble finding
a gun dealer willing to accept petition forms and provide them to
store visitors at request. With just less than ten weeks remaining to
collect signatures there is no time to lose in accomplishing this goal.
On another topic, my wife and I intend to be collecting signatures at
the upcoming gun shows in Vallejo on 2/11 and at the Cow Palace on 2/18.
If you can provide some hours of assistance it would be appreciateed.
We were so busy at the Colusa Show that we didn't even take a lunch break.
Also, there are gun shows without volunteers in Glendale, Bakersfield,
Fresno, and Modesto during February. If you are eager to collect
signatures, you can expect to collect almost 40 per hour on a Saturday
at a gun show. We mustn't let these opportunities be wasted. The tables
at three of these shows are donated by the promoters and will cost the
volunteers nothing. ( Contact the Glendale promoter to see if they will
donate.)
Please let me hear of your challenges if you have not established at least
one petition location. Don't hesitate to ask if you want me to send
some materials. And consider working a Saturday at one of the many gun
shows coming up.
